Step 1: The Directorate of Animal Husbandry & Veterinary Services finalizes district-wise physical targets for Kharif and Rabi seasons as per Annexure-I(A) & Annexure-II(B) and communicates them to districts for implementation.
Step 2: The GM of the concerned Milk Union prepares an MPCS-wise list of eligible dairy farmers and submits it to the CDVO. The District Fodder Development Committee, under the Chairmanship of CDVO, finalizes the beneficiary list based on district targets, giving priority to Milk Unions, Goshalas, Departmental Farms, SHGs, VSS, and JLGs. The approved list is shared with BVOs, SDVOs, and Milk Unions and submitted to the Directorate as per Annexure-II.
Step 3: Minikits are procured from National Seeds Corporation and other certified Government of India agencies. They are received at district storage points (Milk Union/Departmental stores) by 31st May (Kharif) and 30th September (Rabi). The original Stock Entry Certificate, countersigned by the CDVO, must be submitted to the Directorate within 7 days of receipt.
Step 4: Minikits are distributed to selected farmers by 15th June (Kharif) and 15th October (Rabi). One minikit covers 0.25 acre and a farmer may receive 1 to 20 minikits (0.25 to 5 acres). Receipts from recipient institutions or verification through the Seed Stock Register are maintained at the district level.
Step 5: ₹50/- per kit is allotted to CDVO towards transportation and related expenses. All transport expenses must be supported by vouchers, abstracts, and payment certificates countersigned by the GM of Milk Union. Expenditure is settled using OGFR-7A forms, and Utilization Certificates must be submitted within 30 days. Logistic expenditure for the Kharif and Rabi seasons must be maintained separately.
Step 6: Germination tests for all seed varieties are conducted at the district level, and reports are submitted to the Directorate along with the Stock Entry Certificate. At least five crop cuttings per seed variety are conducted over one square meter plots to assess the average green fodder yield per acre.
Step 7: All distribution data must be uploaded to the Decision Support System (DSS) portal. Milk Unions upload OMFED-distributed kits, and BVO offices upload departmental distributions. Weekly data entry is mandatory by Friday or Saturday and monitored by the CDVO.
Step 8: BVOs and MPCS Route Supervisors validate at least 10% of distributions fortnightly. CDVOs and Milk Union GMs validate at least 5% fortnightly. Para-veterinary and fodder staff trained at CIWA Bhubaneswar support field implementation and monitoring.

वारंवार विचारले जाणारे प्रश्न
- What is the objective of the scheme?
The primary objective of the scheme is to promote seasonal fodder cultivation among livestock farmers across all 30 districts of Odisha by ensuring the timely and free supply of high-quality fodder seed minikits during the Kharif and Rabi seasons. The scheme aims to enhance year-round availability of nutritious green fodder, reduce dependency on external feed sources, improve dairy productivity, lower the cost of milk production, and encourage adoption of scientific fodder cultivation practices among dairy farmers.
- What benefits are provided to farmers under this scheme?
Eligible dairy farmers receive high-quality fodder seed minikits completely free of cost. Each minikit contains seeds suitable for the specific season — maize and cowpea during Kharif, and oats and berseem during Rabi. The kits are designed to cover 0.25 acre per unit, and a farmer can avail between 1 and 20 minikits, covering up to 5 acres. In addition to seeds, each kit includes an Odia-language leaflet containing technical guidance on fodder cultivation. The benefit is entirely in-kind, with no monetary transfer involved.
- How many minikits can a farmer receive and what area can be covered?
A farmer may receive a minimum of one minikit and a maximum of twenty minikits in a season. Since each minikit covers 0.25 acre of land, the total cultivation area per beneficiary can range from 0.25 acre to a maximum of 5 acres. The allocation must correspond to the actual land area available for seasonal fodder cultivation.
- Who is eligible to avail benefits under this scheme?
All dairy farmers who have livestock, possess cultivable land, and are interested in fodder cultivation are eligible. For Rabi season participation, beneficiaries must have assured irrigation facilities on the selected land. The minikits must be used strictly for the cultivation of fodder crops and cannot be resold or directly fed to cattle as seed. The scheme primarily targets livestock-owning farmers at the grassroots level.
- How are beneficiaries selected under this scheme?
Beneficiary selection is carried out at the district level by the District Fodder Development Committee under the chairmanship of the Chief District Veterinary Officer (CDVO). The committee includes the General Manager of the concerned Milk Union, district representatives of the Milk Union, ADVO (LP/AW), and district-level fodder staff. An MPCS-wise list is prepared by the Milk Union and submitted for approval. Priority allocation in the first round is given to Milk Unions, Goshalas, Departmental Farms, SHGs, VSS, and JLGs, and the remaining kits are distributed among other eligible dairy farmers.
- What is the composition of the minikit for each season?
For the Kharif season, each minikit contains 3 kg of maize seed and 1 kg of cowpea seed. For the Rabi season, each kit contains 3 kg of oats seed and 1 kg of berseem seed. These seeds are procured from the National Seeds Corporation and other certified Government of India agencies to ensure quality and reliability. Each kit also includes a technical leaflet in Odia explaining cultivation practices and benefits.
- How and when are the minikits distributed?
Minikits are received at district storage points by 31st May for Kharif and by 30th September for Rabi. Distribution to selected farmers is completed by 15th June for Kharif and 15th October for Rabi. Distribution takes place through Milk Unions and departmental channels under the supervision of the CDVO and field functionaries. All distribution-related data must be uploaded weekly on the Decision Support System (DSS) portal for monitoring.
- Is this scheme a Direct Benefit Transfer (DBT) scheme?
No, this scheme is not a DBT scheme. It does not involve any direct transfer of funds to beneficiaries. Instead, the benefit is provided entirely in-kind in the form of free seasonal fodder seed minikits distributed physically through departmental and Milk Union channels.
- What monitoring mechanisms are in place to ensure proper implementation?
The scheme has a structured monitoring framework. BVOs and MPCS Route Supervisors conduct fortnightly validation of at least 10% of distributed minikits and sowing status. CDVOs and Milk Union General Managers validate a minimum of 5% of distributions. Germination tests for all seed varieties are conducted at the district level, and crop-cutting experiments are carried out to assess yield performance. Weekly data uploads to the DSS portal are mandatory for tracking progress.
- What is the overall target under this scheme for 2025–26?
For the financial year 2025–26, a total of 2,00,000 minikits are targeted for distribution across Odisha. Out of these, 1,20,000 minikits are allocated for the Kharif season and 80,000 for the Rabi season. District-wise targets are specified in Annexure-I(A) & Annexure-II(B) of the guideline and are finalized by the Directorate for implementation across all 30 districts.
