Prani Sampad Samrudhhi Yojana: Establishment of Mini Poultry Feed Mill

The scheme “Establishment of Mini Poultry Feed Mill under Poultry Development” was launched by the Directorate of Animal Husbandry & Veterinary Services, Government of Odisha. It aims to support the establishment of 314 nos. of mini poultry feed mills. Through this scheme, subsidy support is provided for establishment of portable mini poultry feed mills of capacity 50 Kg per hour at individual level to address the problem of getting quality poultry feed at a cheaper price in rural level, to provide income generating opportunity in rural area and to encourage farmers and unemployed youth of rural areas into income generation through establishment of mini poultry mill units. The scheme is implemented by the Directorate of Animal Husbandry & Veterinary Services through the Chief District Veterinary Officer and Block Level Inspection Team. It is planned to cover 314 beneficiaries.

Objectives

1. To establish portable mini poultry feed mills of capacity 50 Kg per hour at the individual level.
2. To address the problem of getting quality poultry feed at a lower price in rural level for establishing small poultry units.
3. To provide income generating opportunity in rural areas.
4. To encourage farmers and unemployed youth of rural areas into income generation through the establishment of mini poultry mill units.

1. Back-ended subsidy through Direct Benefit Transfer to Aadhaar linked bank account.
2. Frequency of Disbursement is given in 2 installments for the non-shed option; a single installment for the shed option.
3. Expected Time of Disbursement is after the construction of the building and after the installation of the plant and machinery, with asset verification.

1. The applicant must be a resident/domicile of the state of Odisha.
2. The applicant must be a willing farmer/entrepreneur belonging to ST, SC, Women, Transgender & Differently Able (min 40% disability) beneficiaries who will be eligible to avail support.
3. The applicant’s certificate of identity as transgender person issued by the District Magistrate as per The Transgender Persons (Protection of Rights) Act, 2019 will be accepted for Transgender category.
4. The applicant’s certificate of identity as PWD issued by the certifying authority as per The Rights of Persons with Disabilities Act, 2016, will be accepted.
5. All beneficiaries covered under the scheme should have an Aadhaar linked to a bank account for subsidy.
6. While availing a subsidy, the beneficiary family will be considered instead of an individual member of the family.
7. The applicant’s family member may avail any other scheme as a group activity, provided the scheme is not in the same sector.

Preference / Priority / Reservation / Relaxation

1. PWD (min 40% disability) category will get 60% subsidy, and the General male will be provided 50% back ended subsidy.
2. The target can be interchangeable among the reserved categories.
3. In case of non-availability of a beneficiary in the reserved category, then the target can be interchangeable with the General category.
4. Beneficiaries will be selected on first cum first serve basis.

Registration Process:

Step 1: The applicant interested in availing of the subsidy shall applying the Go-Sugam Portal through a registration process, submitting the requisite documents.
Step 2: Visit the official website: https://sugam.odisha.gov.in/website/home
Step 3: Click on “Apply” and then click on “Register Now”.
Step 4: On the registration page, fill in the mandatory details (Name, Email, Mobile Number, Address, and Password) and click on "Register". The login credentials will be sent to your registered Email ID / Mobile Number.

Application Process:

Step 1: Visit the official website: https://sugam.odisha.gov.in/website/home
Step 2: Click on “Scheme & Services” and then select the scheme by its name.
Step 3: Click “Apply” and log in. https://sugam.odisha.gov.in/website/citizen-portal/login
Step 4: On the application page, fill in all the mandatory fields and upload the required documents in the appropriate file size and file type. Upon successful submission of the application, the applicant will get an Application Reference ID.

Check Application Status:

Step 1: Click on the “Track Status” link on the menu.
Step 2: Enter the Application ID or Mobile Number to get the application status.

Post-Submission Process (As Per Guidelines):

Step 1: The selection of the beneficiary shall be made transparently by the Block Level Inspection Team.
Step 2: On receipt of e-applications by the Chief District Veterinary Officer, a District Level Committee will approve the final list of beneficiaries, and Go ahead letter will be issued by the concerned Chief District Veterinary Officer.
Step 3: The beneficiary will construct a building or procure plant and machinery as per the option and intimate local Assistant Veterinary Surgeon/Veterinary Officer in the prescribed format. The Block Level Inspection Team will verify and upload the report in the Go-Sugam portal.
Step 4: The concerned Chief District Veterinary Officer will release the subsidy through Direct Benefit Transfer to Aadhaar linked bank account after due asset verification.

1. The prescribed format for intimation to the local Assistant Veterinary Surgeon/Veterinary Officer and related verification formats are provided in the Annexures section of the guidelines document. 1. In the Go-Sugam Portal, the scheme application is named as “Mini Poultry Feed Mill”.

1. One beneficiary family should not be provided with multiple benefits under one particular scheme.
2. A family will not be eligible for subsidy under the same scheme if any of its members has got subsidy during the last three years.
