Mukhyamantri Kamdhenu Yojana: Cash Incentive Sub-scheme for Dairy Farmers

The scheme "Cash Incentive Sub-scheme for Dairy Farmers" was launched by the Directorate of Animal Husbandry & Veterinary Services, Odisha, under Mukhyamantri Kamdhenu Yojana (MKY). It aims to empower dairy farmers pouring milk at MPCS by providing additional income opportunities, ensuring a balanced milk supply for OMFED during lean seasons, and supporting the working capital needs of the dairy farmers. Through this scheme, cash incentives will be provided to the dairy farmers who pour milk at MPCS during the lean season, i.e., from 1st September to 28th February. The scheme is implemented through OMFED. The scheme aims to benefit 1,25,000 milk pourer members of MPCS under OMFED. All MPCS members supplying milk on a regular basis during the lean season (September to February) to Milk Producers Cooperative Societies (MPCS) are eligible for getting the benefit. The incentive amount will be directly transferred to the Aadhaar-linked bank account of milk pourers through Direct Benefit Transfer (DBT through Aadhaar Enabled Payments System).

Objectives

1. To empower dairy farmers pouring milk at MPCS by providing additional income opportunities, ensuring a balanced milk supply for OMFED during lean seasons, and supporting the working capital needs of the dairy farmers.

Cash Incentive for Milk Poured at MPCS

1. The incentive amount will be directly transferred to the Aadhaar-linked bank account of milk pourers. (DBT through Aadhaar Enabled Payments System).
2. The amount will be released every 3 months, i.e., in 2 phases over the span of 6 months, based on the number of days poured and the quantity of milk poured by the dairy farmer:

- Phase 1: December (for September to November collection)
- Phase 2: March (for December to February collection)

1. The applicant must be a resident/domicile of Odisha.
2. The applicant should be a regular pouring member of Milk Producers Cooperative Society (MPCS).
3. The applicant should be supplying milk to MPCS during the lean season (1st September to 28th February).
4. The applicant should supply the required standard of milk without any attempt at adulteration.
5. The applicant should keep the milk passbook up to date regularly.
6. The applicant should submit the correct name, membership number, and Aadhaar-linked bank details.
7. The applicant should be a milk pourer member of MPCS under OMFED.

Offline

Step 1: The MPCS member who wants to avail the benefits of the scheme shall submit a copy of his/her Aadhaar card and a copy of the first page of his/her bank passbook to the MPCS Secretary.
Step 2: MPCS shall compile eligible farmer-wise milk collection details and prepare the data in the prescribed format as attached in Annexure-I, including verified Aadhaar and bank details.
Step 3: The Society Secretary shall send the compiled and filled Excel sheet to the respective Milk Union, and the General Manager, Milk Union, shall verify and send the countersigned copy to the P&I Division of OMFED.
Step 4: OMFED will create a platform in which these details will be filled, and a milk pourers database will be created with verified Aadhaar and bank details.
Step 5: Milk Unions must submit the data to OMFED headquarters on a monthly basis, and the progressive incentive amount will be calculated for Phase-1 and Phase-2 at the OMFED headquarters by P&l section (in December for Phase 1, i.e., Sept to Nov collection & in March for Phase-2, i.e., Dec to Feb collection) and then submitted to the finance section of OMFED for disbursal of the incentive amount to Aadhaar linked bank account of the farmer.

Note:

1. Eligible farmer-wise milk collection details must be submitted in the prescribed format attached as Annexure-I of the guideline. 1. Data compilation, verification, and submission to OMFED must strictly follow the prescribed reporting format and verification process.
