Arunachal Pradesh Scholarship for Academic Excellence

Launched in 2024, the scheme “Arunachal Pradesh Scholarship for Academic Excellence” by the Department of Higher and Technical Education, Government of Arunachal Pradesh, aims to enable meritorious Arunachal Pradesh Scheduled Tribe students to access world-class higher education opportunities. Through this scheme, financial assistance is provided to APST students admitted to top-ranked global universities for Undergraduate, Postgraduate, Doctoral, and Post-Doctoral studies. The scheme is implemented by the Department of Higher and Technical Education and applies only to full-time courses. Financial support is extended annually for the approved duration of the course, subject to academic progress and compliance with scheme conditions. The scheme forms part of the State Government’s “Year of Youth” initiative for the financial year 2024–25.

Objectives

• To assist APST students in pursuing Undergraduate, Postgraduate, Doctoral, and Post-Doctoral education at top global universities.
• To provide financial support to reduce educational barriers for underprivileged but meritorious APST students.
• To expose students to diverse global academic and cultural environments.
• To build international academic collaborations and student exchange pathways.
• To support internships, job placements, and global research opportunities.

1. The student must be a resident of Arunachal Pradesh.
2. The Government of Arunachal Pradesh bears 75% of the total annual cost incurred by the student.
3. The cost includes:

-  Tuition fees charged by the University
-  On-campus residence fees
-  Personal health insurance premium
-  Visa charges
-  One-time round-trip airfare in economy class for the entire course duration (shortest route only)

1. The applicant may choose one of the following options:

- Subsistence allowance of  ₹12,00,000/-  per academic year, or
- A soft loan for the remaining 25% of the cost, guaranteed by the Government of Arunachal Pradesh

1. Tuition and institutional fees are paid directly to the University.
2. Subsistence allowance is credited directly to the student’s bank account.
3. Students may supplement allowances through Teaching or Research Assistantships, as permitted by the University.

1. The applicant should be a citizen of India and a permanent resident of Arunachal Pradesh.
2. The applicant should belong to a Scheduled Tribe of Arunachal Pradesh, recognised under the Constitution (Scheduled Tribes) Order, 1950.
3. The applicant, if a minor, should have a father belonging to an APST community.
4. The applicant should have obtained a letter of acceptance or admission from a university ranked:

- within the top 150 overall QS World University Rankings, or
- within the top 150 QS subject-wise rankings

1. The applicant should be admitted to a full-time Undergraduate, Postgraduate, Doctoral, or Post-Doctoral course.
2. The applicant should not have secured admission before the date of notification of the scheme.

> Preference / Priority / Reservation / Relaxation

• Preference is given to students enrolled in Science, Technology, Engineering, and Management (STEM) disciplines.
• The Department may relax the QS ranking requirement from top 150 to top 200 universities in exceptional cases.
• Such relaxation is granted with Ministerial approval and is preferably extended to female candidates.

Offline

Step 1: Obtain the prescribed application form and prepare all required documents - https://apdhte.nic.in/Stipend/Academic%20Excellence/AcademicExcelence_Form.pdf .
Step 2: Submit the completed application offline to the Office of the Commissioner/Secretary, Department of Higher and Technical Education, or to the Nodal Officer appointed by the Department.
Step 3: The Department will decide on approval or rejection within 7 working days and issue a reasoned order in case of rejection.
Step 4: Approved funds are disbursed directly to the University or to the student’s bank account, as applicable.

   7. Post the first year of admission into any of the applicable courses under the scheme, applications for financial and other assistance must be accompanied by a duly certified mark sheet/ grade card for the immediately preceding academic year.
