Frequently Asked Questions
- What is the objective of the FEP?
The Fodder Entrepreneurship Programme aims to promote large-scale cultivation of perennial green fodder in farmers’ land to improve livestock nutrition and enhance dairy productivity. The scheme seeks to increase the area under fodder cultivation in Odisha, reduce milk production costs, improve the productive and reproductive health of livestock, and generate additional income for farmers through the sale of surplus fodder and planting materials. It also focuses on building capacity and sensitizing farmers regarding scientific fodder production and feeding practices.
- Who is eligible to apply under this programme?
All willing farmers, whether individuals or groups, are eligible to apply under the programme. Organized groups such as MPCS, WSHG, VSS, FPOs, FPCs, and JLGs can apply through their President or Secretary. The applicant must either own the land or have notarized leased land for a minimum period of three years, and the land must have assured irrigation facilities. Only one individual per household can avail assistance under the scheme, and beneficiaries must commit to cultivating perennial fodder for three consecutive years.
- What is the minimum and maximum land area that can be covered under the scheme?
For individual farmers, the minimum coverage is 0.25 acres and the maximum is 5 acres. For groups, the minimum coverage is 1 acre and the maximum is 10 acres. The subsidy amount is calculated proportionately based on the total area approved under the scheme.
- How is the subsidy structured and released?
The subsidy is provided as a back-ended benefit and is released in three phases over three years. The amount depends on the size of the land covered under fodder cultivation. The first phase is released after successful establishment and verification of the fodder crop, the second phase after completion of one year with proper maintenance, and the third phase after continued maintenance in the third year. Each phase is released only after inspection and verification by the Block Level Inspection Team through the GO-SUGAM portal in DBT mode.
- What types of fodder crops can be cultivated under this scheme?
The beneficiary can cultivate approved perennial fodder varieties such as Hybrid Napier, CO-2, CO-3, CO-4, CO-5, BNH-7, BNH-10, Super Napier, Red Napier, Smart Napier, and other perennial fodder varieties suitable for the locality. The crop must be perennial in nature and maintained continuously for three years as per the scheme conditions.
- What is the role of the Block Level Inspection Team (BLIT)?
The Block Level Inspection Team conducts joint verification of the proposed land before approval and performs inspections before the release of each subsidy phase. At least two members of the team must conduct inspections. They upload geo-tagged photographs of the fodder plot with the beneficiary through the GO-SUGAM portal and verify whether the crop has been properly established and maintained. If the beneficiary fails to initiate fodder cultivation within the stipulated period, the Go-ahead letter may be cancelled.
- What happens if the beneficiary does not cultivate fodder after receiving the Go-ahead letter?
After issuance of the Go-ahead letter, the beneficiary must establish perennial fodder cultivation within 60 days. If no field activity is initiated within this period, the inspection team may recommend cancellation of the Go-ahead letter, and the benefit may be allotted to another eligible applicant. Continuous cultivation for three years is mandatory, and failure to comply may result in discontinuation of subsidy support.
- Is Aadhaar linking mandatory under this scheme?
Yes, Aadhaar linking is mandatory to prevent duplication and ensure transparency in subsidy disbursement. In the case of group applications, the Aadhaar number of the President or Secretary applying on behalf of the group must be linked. The subsidy is transferred directly to the beneficiary’s bank account through DBT mode.
- Can an existing beneficiary expand the area under fodder cultivation?
Yes, if a beneficiary wishes to expand the area under fodder cultivation in subsequent years, they may apply for additional land through the GO-SUGAM portal. The subsidy for the expanded area will be provided as per the designated subsidy pattern, subject to eligibility and approval.
- How is the scheme monitored and reviewed?
The scheme is monitored at multiple levels, including Block, District, and State. The BVO, SDVO, ADVO (LP), and Fodder Officers monitor implementation at the district level, while the Directorate of Animal Husbandry & Veterinary Services conducts monthly reviews at the State level. A District Level Fodder Task Force evaluates district-wise progress, and a certain percentage of plots are cross-verified before subsidy release to ensure transparency and proper implementation.
