How to Apply
Online
Step 1: The applicant must continuously monitor the official portals of the Department of Biotechnology and the Biotechnology Industry Research Assistance Council for periodic national calls for proposals. The applicant must thoroughly review the released guidelines and identify the relevant thematic sector for their project.
Step 2: The applicant must thoroughly prepare and optionally submit an Expression of Interest if it is specifically requested by the authorities prior to the full proposal submission stage. This initial submission helps the reviewing committee fundamentally gauge the scope and feasibility of the intended project.
Step 3: The applicant must systematically draft and submit the complete project proposal through the designated official online platform before the final deadline. This exhaustive application must clearly detail the bio-services scope, technical milestones, pre-existing infrastructure, and precise funding requirements.
Post-Application Process
Step 4: The submitted project proposal is initially evaluated by a Preliminary Screening Committee to verify strict compliance with the defined eligibility criteria. Any proposals that fail to meet the foundational legal, financial, and technical prerequisites are systematically filtered out at this stage.
Step 5: The applicant must professionally present the comprehensive proposal before the Selection Committee for Biofoundries and Biomanufacturing Hubs. This expert committee will meticulously evaluate the core technical aspects, infrastructural readiness, and overall innovation viability of the submission.
Step 6: The applicant's proposal is subsequently reviewed by the Financial Evaluation Committee to determine the exact funding mechanism logically applicable to the project. This critical evaluation includes accurately assessing the modalities for co-funding, equity financing, and royalty-sharing based on the applicant's exact entity type.
Step 7: The applicant will receive the formal selection confirmation and the corresponding financial disbursement strictly based on the binding recommendations of the Apex Committee. The successfully selected beneficiary must then sign the necessary grant agreements to formally initiate the biomanufacturing project.
Step 8: The applicant will undergo continuous performance monitoring facilitated by the Project Monitoring Committee to ensure milestone adherence. Third-party evaluations will additionally be carried out periodically to stringently review the ongoing progress and infrastructural utilization.

Who Is Not Eligible
Frequently Asked Questions
- I am currently managing an enterprise that was previously debarred from participating in initiatives led by a Public Sector Undertaking, so would this past issue automatically disqualify my organization from applying?
If your organization has been blacklisted by any Public Sector Undertaking of the Government of India, you are strictly ineligible to apply for the financial assistance and support provided.
- Our small and medium enterprise has received substantial foreign direct investment recently, meaning our resident Indian founders now hold 40% of the shares, so are we still eligible to submit a proposal?
To qualify for the benefits as a startup, small and medium enterprise, or industry, a minimum of 51% of the company's stake must be legally owned and controlled by resident Indian citizens.
- My startup has solely focused on software development for the past 3 years, but we now wish to pivot into creating bio-based chemicals, so can we participate in this initiative without previous biological work?
Applicants must possess tangible prior experience and operational knowledge in the applied functional area of bio-services or high-performance biomanufacturing to be considered eligible for the grant or support.
- We are an informal collective of researchers and students working on climate-resilient agriculture out of a university lab without a formal company structure, so can we apply for funding to build a pilot facility?
You must be a legally registered entity in India to qualify for the initiative. Informal groups or unregistered collectives do not meet the mandatory foundational criteria for applicant eligibility.
- Are there specific regulatory and ethical guidelines regarding information sharing, proprietary data, and personal interests that our organization must formally agree to abide by before our application can be considered valid?
Yes, applicants must strictly adhere to the comprehensive data protection, confidentiality, and conflict of interest policies mandated by the Department of Biotechnology and the Biotechnology Industry Research Assistance Council.
- Our organization is structured as a non-governmental organization working on a not-for-profit basis rather than a traditional commercial company, so does this structural designation prevent us from receiving financial support?
The initiative accepts applications from both for-profit and not-for-profit legal entities, provided they meet all other mandatory technical and financial prerequisites for the intended projects.
- We recently incorporated our business but have not yet registered with the national taxation authorities or obtained the necessary administrative clearances, so can we proceed with the application in the meantime?
It is absolutely mandatory for the applicant entity to be officially registered with the respective taxation and other administrative authorities in India at the time of application submission.
- One of the major promoters of our organization is currently involved in a significant legal dispute regarding financial fraud, so will this ongoing court case affect our chances of being selected for the grant?
Your application will be affected, as it is a mandatory requirement that neither the legal entity nor its major promoters are involved in any major litigation that could compromise the delivery of assigned projects.
- We have developed a new synthetic biology product but we are still in the early stages of applying for the necessary safety and environmental approvals, so how will this impact the evaluation of our proposal?
While you can apply, the evaluation committees actively prioritize and give preference to proposals that have either already secured the necessary regulatory clearances or are very close to obtaining them.
- Our enterprise faced regulatory issues a few years ago which led to us being restricted from working with a specific State Government, so will this localized ban prevent us from applying for this national initiative?
Yes, any organization that is currently blacklisted by any State Government within India is strictly prohibited from participating and will fail the preliminary screening process.
- If an applicant organization had a previous contract terminated due to non-compliance and was subsequently blacklisted by a Central Government ministry, are they allowed to participate in this new funding opportunity?
Applicants must provide a self-declaration proving they are not blacklisted by any Central Government department, meaning such past debarments will render your organization completely ineligible.
- Once the official funding period concludes and the government stops providing financial assistance, are we expected to have a strategy in place to keep the shared infrastructure running independently?
You are required to submit and successfully implement a clearly defined sustainability business plan that demonstrates how continuous operations will be maintained after the government support period ends.
- We are proposing to build a brand new facility from scratch without any existing equipment or operational track record, so will we be treated the same as organizations that already have functional laboratories?
While you are eligible to apply for a greenfield facility, the selection committee gives distinct preference to applicants demonstrating proven expertise, operational experience, and access to pre-existing infrastructure.
- As an early-stage startup seeking a grant exceeding ₹50,00,000/- to set up a commercial-scale production unit, will the government cover the entirety of the project expenses, or must we bring in our own capital?
For funding beyond ₹50,00,000/-, startups, small and medium enterprises, and industry applicants must contribute a minimum of 30% of the total project cost in cash, strictly excluding land and construction costs.
