All state government services should reach citizens digitally and without interruption, and the concerned departments and MahaIT must work in coordination to make that happen. Chief Minister Devendra Fadnavis has directed that all pending work on services under MahaDBT 2.0, Maitri 2.0 and Aaple Sarkar 2.0 be completed by December 31, with the aim of launching the digital service platform on January 26.

A meeting on the arrangement of services under MahaDBT 2.0, Maitri 2.0 and Aaple Sarkar 2.0 was held at Fadnavis's Varsha residence. Deputy Chief Minister Sunetra Ajit Pawar, Electronics, IT and AI Minister Adv. Ashish Shelar and Chief Commissioner of the State Right to Services Commission Manukumar Srivastava attended. Senior IAS officers of the Home, Finance, Public Works, Energy, Revenue, Urban Development, Food and Civil Supplies, Tourism, Industries, Social Justice, School Education, Agriculture, Women and Child Development, PADUM, Labour, OBC, and Sports and Youth Welfare departments were also present, along with representatives of Samagra and Team MahaIT, Team Maitri and Team Samagra.

'End-to-end' digital platform ready

Fadnavis said the government has built an 'end-to-end' digital platform covering the whole process. The backend should be developed efficiently on the lines of GPR, and service delivery must be made effective. He said that if the system works smoothly, the daily administrative load on departments would fall by 50%, and citizens would not need to contact government offices directly. He asked departments not to change their requirements repeatedly during the development phase. MahaIT should carry out technical development as per departments' expectations, he said. He also asked for a fixed procedure to report departments' difficulties regularly and resolve them on time.

Once the high-powered committee approves a subject, the concerned departments must complete the GR process within three days. Fadnavis directed each department to plan on a reverse countdown basis and complete its pending work.

Positive citizen response is the real test of success

Direct feedback from citizens that a service is good and easy to use is the real test of a digital platform's success. Technical completion alone will not be enough until citizens report a positive experience, the Chief Minister said.

External portals to be linked with 'Aaple Sarkar' and 'Maitri' by November 30

Departments must link their external portals with Aaple Sarkar and Maitri by November 30. MahaIT and Maitri must complete the development and integration of state-citizen and state-business services approved by the high-powered committee within the same deadline. User acceptance testing, field testing, officer training, user manuals and citizen awareness work are planned for completion by December 15.

Rationalisation of services for better order

Of 1,222 services reviewed, 723 have been rationalised. These include 32 non-services, 83 obsolete services, 51 immediate services and 333 duplicate or complementary services. With the approval of the high-powered committee, the next step is under way for 467 services across 46 sub-departments.

Integrated registration portal with 'one contractor, one ID number'

A new process is proposed to actively identify potential pension beneficiaries through the database. So far, 8 lakh 90 thousand potential beneficiaries have been identified across the state. In coordination with the State Board of Education, a process will be developed to automatically add students' verified sports marks to their exam results under the sports e-certificate system. Schemes of various corporations, 130 in number, will be brought onto MahaDBT 2.0 with standardised applications. An integrated 'MahaHostel' platform will be developed for over 1,700 hostels of nine departments, along with an integrated registration portal with 'one contractor, one ID number' for all government contracts.

Plan to certify 'Smart' centres

Of 32,479 active service centres in the state, 17,517 have reported compliance with the standard norms, and verification is complete for 12,824. Centres are being classified as 'Smart', 'Saksham', 'Udyonmukh' and 'Prayatnashil' based on the number of applications, working days, approval rates, citizen feedback and quality norms. It was said that felicitation of 'Smart' centres is planned for January 26, 2027.
