Issuing an unvarnished mandate to the state administrative machinery, Maharashtra Deputy Chief Minister and Thane Guardian Minister Eknath Shinde declared that civil servants must transcend routine desk-bound mentalities and deliver governance driven by genuine empathy. Speaking at the culmination ceremony of the district-wide ‘Seva Sankalp Abhiyan’ at Gadkari Rangayatan in Thane, Shinde commended departments for executing 1,056 coordinated grassroots initiatives that directly distributed government welfare benefits to thousands of citizens.
Addressing a gathering of top administrative leadership, Shinde emphasized that public service cannot be boxed into bureaucratic rituals or temporary campaigns. Citing the humanitarian philosophy of Rashtrasant Tukdoji Maharaj’s Gramgeeta, the Deputy Chief Minister cautioned officials against celebrating superficial “courtesy weeks” only to revert to red tape and insensitivity later. Drawing inspiration from Prime Minister Narendra Modi’s governance doctrine, Shinde asserted that state machinery must stand resolutely with marginalized communities, agricultural laborers, and drought-affected rural belts, while urging urban civil society to step forward in solidarity.
A standout highlight of the campaign was its direct outreach to remote tribal pockets across Shahapur, Murbad, and Bhiwandi. Instead of waiting for villagers to navigate complex administrative corridors, officials traveled deep into interior hamlets to conduct informal grassroots assemblies (‘Ghongadi Baithaks’). This proactive approach eliminated technical bottlenecks, sorted documentation hurdles on the spot, and delivered health screenings, student supplies, citizen certificates, and farm assistance under the Birsa Munda and Dr. B.R. Ambedkar Krishi Swavalamban schemes.
During the event, bicycles funded by the District Mineral Foundation Trust (DMFT) were handed over to tribal girls studying in grades 8 through 10 at local Ashramshalas, alongside on-stage disbursement of social welfare entitlements. The high-profile review saw the presence of MP Naresh Mhaske, MLA Ravindra Phatak, Badlapur Municipal Council President Ruchita Ghorpade, Konkan Divisional Commissioner Rubal Agarwal, Thane Municipal Commissioner Saurabh Rao, District Collector Dr. Shrikrishna Panchal, and Zilla Parishad CEO Ranjit Yadav. Collector Dr. Panchal delivered the overview of the campaign's milestones, while Resident Deputy Collector Dr. Sandeep Mane proposed the formal vote of thanks.
