PMMSY: Ice Plant/Cold Store of Minimum 20-Ton Capacity - Haryana

The Pradhan Mantri Matsya Sampada Yojana: Ice Plant/Cold Store of minimum 20-ton capacity, introduced by the Ministry Of Fisheries, Animal Husbandry & Dairying, Government of India, aims to provide the subsidy for 20-ton capacity ice plant/cold storage units, supports the establishment of ice plants or cold storage facilities with a minimum capacity of 20 tons to improve fish preservation and cold chain infrastructure in Haryana.
This centrally sponsored scheme is jointly funded 50% by the Central Government and 50% by the State Government. Beneficiaries must submit an undertaking in their DPR agreeing to keep the unit operational, cover all post-construction costs, and supply ice to fishers and fish farmers at affordable prices.

• The project cost is ₹80,00,000/-

Subsidy Distribution :

1. A 40% subsidy is available for the General Category.
2. A 60% subsidy is offered for SC (Scheduled Caste) and Women beneficiaries.

1. The applicant must be a resident of Haryana and possess a valid Parivar Pehchan Patra (PPP).
2. The applicant must submit an undertaking in the DPR to bear all operational, maintenance, and post-construction management costs, and to ensure the continuous functioning of the ice plant/cold storage.
3. The applicant must note that central assistance will be provided as per the actual cost, subject to the ceiling limits under relevant PMMSY sub-components.
4. The applicant must ensure that the ice produced is supplied to fishers and fish farmers at an affordable price.
5. The applicant must either own the project land or hold it on a long-term registered lease of at least 10 years to be eligible.

Registration Process on Antyodaya-SARAL Portal:

Step 1: Visit the Official Portal: Antyodaya-SARAL Portal.
Step 2: For registration, click on “New User/Register Here” and fill in all the mandatory details i.e. Name, Email ID, Mobile Number & password. Click on ‘Submit’.
Step 3: Verify the OTP received in the provided Email and Mobile Number. Alternatively, click on the Verification Link to activate the profile.

Login to Apply for the Scheme:

Step 1: Visit the Official Portal: Antyodaya-SARAL Portal.
Step 2: The “Sign in here” option is available on the right side of the screen. Fill in the required credentials and click on the ‘Login’ button.
Step 3: In the opened window, click on “Scheme/Services list”, and a list of schemes will appear on the screen.
Step 4: Now, select the scheme and click on “Apply for Service/Scheme”.
Step 5: Fill in all the details in the online application form and click on "Submit".

The eligible applicant may visit the nearest Atal Seva Kendra with all the required documents to apply for the scheme.

1. Date of Birth Certificate (Voter ID/Birth Certificate/Aadhaar/Matriculation Certificate)
2. Caste Certificate from First Class Magistrate (Tehsildar/SDM)
3. Agreement Deed between beneficiary and Fisheries Department
4. Training Certificate related to the operation/maintenance of cold storage
5. Land Record from Tehsil (Jamabandi, Nakal Akshizra, Fard, Registered Patta Nama) with clear title and latest records
6. GST Bills
7. Photographs of Cold Storage with beneficiary
8. Detail of Bank Account and PAN Card
9. Detailed Project Report (DPR) or Self-Contained Proposal (SCP) as per PMMSY guidelines
10. All bills above ₹50,000/- as per E-way/Income Tax/GST rules
11. Certificate from C.A. with the bills certifying payment compliance with Income Tax/GST rules
12. CLU/NOC/Pollution/Fire Certificate from concerned department
13. NOC from Gram Sabha/Municipal Corporation/Authority of the area where the unit is located
14. Clear Site Plan/Area Site Plan attached with subsidy case
15. All documents should be in readable form
